On October 24, 2017, the Ministry of Industry and Information Technology issued the Guiding Opinions on Accelerating the Development of Environmental Protection Equipment Manufacturing Industry (hereinafter referred to as the Opinions). The Opinions put forward that by 2020, the output value of environmental protection equipment manufacturing industry will reach 100 billion yuan.

People from the Ministry of Industry and Information Technology said that the implementation of the strictest environmental protection system, focusing on improving environmental quality, will bring huge market space for the development of environmental protection equipment manufacturing industry at present and in the future. The development and expansion of green manufacturing industry and the cultivation of new economic growth points put forward new and higher requirements for environmental protection equipment manufacturing industry.

For this reason, the Opinions put forward the work objective of environmental protection equipment manufacturing industry: by 2020, the innovation ability of environmental protection equipment manufacturing industry will be significantly improved, new breakthroughs will be made in key core technologies, and the innovation driven industry development system will be basically completed. The effective supply capacity of advanced environmental protection technology and equipment has been significantly improved, and the market share has increased significantly. Major technical equipment has basically reached the international advanced level, and international competitiveness has been significantly enhanced. The industrial structure has been continuously optimized, supporting a number of standardized enterprises with demonstration and leading role in each key field, cultivating ten ten billion scale leading enterprises, creating thousands of "specialized, refined, special and new" SMEs, and forming several industrial clusters with strong driving effect and distinctive characteristics. The output value of environmental protection equipment manufacturing industry reached 1 trillion yuan.

The Opinions identified the main tasks for the future development of environmental protection equipment manufacturing industry: first, strengthen the collaborative innovation development of technology research and development. Second, promote the transformation and development of intelligent and green production. Third, promote the development of product diversification and branding. The fourth is to guide the integration and development of industry differentiation and agglomeration. Fifth, encourage enterprises to develop in an international and open way.

The Opinions also identified nine key areas for the development of environmental protection equipment manufacturing industry. They are: air pollution prevention and control equipment, water pollution prevention and control equipment, soil pollution remediation equipment, solid waste treatment and disposal equipment, comprehensive resource utilization equipment, environmental pollution emergency treatment equipment, special instruments and meters for environmental monitoring, special materials and reagents for environmental pollution prevention and control, and noise and vibration control equipment.

In the field of air pollution prevention equipment, the Ministry of Industry and Information Technology requires to focus on the research and development of trend oriented and forward-looking technical equipment such as the joint removal of PM2.5 and ozone main precursors, and sulfur trioxide (SO3) treatment. Research and develop pulse high-voltage power supply and other key components for dust removal, and promote the purification and disposal technology and equipment of waste incineration flue gas, mobile source exhaust gas, and volatile organic compounds (VOCs) exhaust gas. We will promote the application and demonstration of technologies and equipment for ultra-low emission coal-fired power plants, steel, coking, nonferrous metals, building materials, chemical industry and other non electric industries' multi pollutant collaborative control, and volatile organic compounds control in key areas.

In the field of water pollution prevention and control equipment, the Opinions put forward that we should focus on tackling key problems such as anaerobic ammonia oxidation technology and equipment, electrolytic catalytic oxidation, supercritical oxidation equipment and other oxidation technology and equipment, research and develop advanced membrane treatment technologies and components with biological enhancement and low energy consumption and high efficiency, and carry out basic research on the treatment technology and equipment of trace toxic pollutants in drinking water. Focus on promoting low-cost, high standard, low energy consumption and high efficiency sewage treatment equipment, zero discharge treatment and comprehensive utilization technology of high salt wastewater from coal-fired power plants, coal chemical industry and other industries, and deep nitrogen and phosphorus removal and safe and efficient disinfection technology and equipment. We will promote the restoration of black and odorous water bodies, rural sewage treatment, the upgrading and transformation of urban and industrial park sewage plants, and the application demonstration of high concentration refractory sewage treatment in industries, livestock breeding, garbage leachate treatment and other fields.
